Abstract
The program aimed to enhance the capacity of local organizations in Cambodia to effectively manage and implement development projects. The program was implemented by Volunteers for Economic Growth Alliance (VEGA) and International Executive Service Corps (IESC) under the Leader-with-Associate Cooperative Agreement No. EEM-A-00-04-00002-00 and Associate Cooperative Agreement No. AID-442-LA-14-00001. The program focused on seven key activities: assessment of local Cambodian organizations, provision of technical assistance to local partner NGOs, development of training curricula, provision of training to local partner NGOs, volunteer program, networking events and focus group discussions, and uploading training courses on a video-sharing website. The program administration was responsible for overseeing the implementation of these activities and ensuring that the program was on track to meet its objectives. Capacity building efforts were concentrated on local organizations in Cambodia, with a focus on enhancing their internal control systems, procurement practices, and data collection and quality management. Training programs were conducted to equip local organizations with the necessary skills and knowledge to effectively manage their operations and implement development projects. The training programs were designed to be interactive and engaging, with a focus on practical application and real-world examples. The program made significant progress in the first six months, with a total of 25 training sessions conducted for 450 participants. The training sessions covered a range of topics, including effective internal control, procurement, and data collection and quality management. The program also organized networking events and focus group discussions to bring together local organizations and stakeholders to share experiences and best practices. Despite the progress made, the program faced several implementation challenges, including limited resources and capacity constraints among local organizations. To address these challenges, the program proposed several solutions, including providing additional technical assistance and training to local organizations, and establishing a mentorship program to pair local organizations with experienced development professionals. The program's planned activities for FY2017 included continuing the training programs, expanding the volunteer program, and establishing a knowledge management system to share best practices and lessons learned among local organizations. The program also planned to conduct a midterm evaluation to assess its progress and identify areas for improvement. Financial information for the program showed that a total of $1.2 million was allocated for the first six months, with $900,000 spent on program activities and $300,000 allocated for administrative costs. The program's sustainability plan included establishing a local organization as the lead agency for the program, and securing funding from local and international donors to support the program's activities. The program's annexes included training reports on effective internal control, procurement, and data collection and quality management, which provided detailed information on the training programs conducted and the outcomes achieved. The reports also included participants' feedback and recommendations for future training programs.
