The Capacity Building of Cambodia’s Local Organizations (CBCLO) Program is a five-year initiative that supports USAID/Cambodia’s development objective to strengthen the institutional capacity of local organizations.

Abstract
The program's ultimate objective is to improve the ability of local organizations to effectively implement USAID-funded activities through targeted technical assistance, mentoring, and training. The CBCLO Program focuses on five key areas: institutional capacity building, financial management, administrative management, procurement, and monitoring and evaluation. The program aims to enhance the capacity of local organizations in these areas to ensure that they have the necessary skills and knowledge to implement sustainable projects. The program is implemented by the International Executive Service Corps (IESC) and sub-partner Kanava International under the Volunteers for Economic Growth Alliance (VEGA), Leader with Associate (LWA) Cooperative Agreement AID-442-LA-14-00001. The total program value is $2,427,427, including $746,746 in cost share. During the reporting period of October 1, 2015 to March 31, 2016, the CBCLO Program implemented several activities to achieve its objectives. These activities included assessment of local Cambodian organizations, provision of technical assistance to local partner NGOs, development of training curricula, provision of training to local partner NGOs, and volunteer program. The program also conducted a series of training sessions for local partner NGOs, focusing on topics such as USAID rules and regulations, public-private partnerships, and measuring results using data and digital data collection. These training sessions were attended by representatives from 15 local partner NGOs. The CBCLO Program also implemented a volunteer program, which provided opportunities for international volunteers to work with local partner NGOs. The program aimed to enhance the capacity of local organizations by providing them with access to international expertise and knowledge. The program's progress was monitored and evaluated through regular monitoring and evaluation activities. The program's achievements were also documented through a series of reports and case studies. The CBCLO Program has made significant progress in achieving its objectives, including the development of training curricula, provision of training to local partner NGOs, and implementation of a volunteer program. The program has also established partnerships with local organizations, including the Salvation Centre Cambodia, the Ponleur Kumar, and the Ponleur Kumar Home Office. The program's success can be attributed to the strong partnership between the IESC, Kanava International, and the local partner NGOs. The program's achievements demonstrate the effectiveness of the CBCLO Program in strengthening the institutional capacity of local organizations in Cambodia. The CBCLO Program has also identified several challenges and opportunities for improvement. These challenges include the need for more effective communication and coordination between the program's partners, the need for more resources to support the program's activities, and the need for more effective monitoring and evaluation activities. The program's future plans include the continuation of its activities, including the provision of technical assistance to local partner NGOs, the development of training curricula, and the implementation of a volunteer program. The program also plans to expand its activities to include more local partner NGOs and to provide more training and technical assistance to these organizations. The CBCLO Program has made significant progress in achieving its objectives and has established itself as a key partner in the development of local organizations in Cambodia. The program's success demonstrates the effectiveness of the CBCLO Program in strengthening the institutional capacity of local organizations and improving their ability to implement sustainable projects.
