The Capacity Development and Support Program (CDS) is a USAID-funded initiative implemented by FHI 360 to enhance the organizational management, technical capacity, and sustainability of local non-governmental organizations (NGOs) and South African Government (SAG) departments in responding to HIV and AIDS.

Abstract
The program aims to sustain an improved, expanded, and country-led response to the epidemic. CDS continued implementation of Phase Two of the "Community Response Addressing Violence against Women" project in the Northern Cape, in collaboration with Tshwaranang Legal Advocacy Centre (TLAC). The program held two roundtable discussions to disseminate the findings of a situational analysis on the magnitude of alcohol abuse and violence against women. These events brought together representatives from government, academic institutions, and civil society organizations to explore the interlinkages between gender-based violence (GBV) and alcohol abuse, and identify ways to collaborate and strengthen programming. In quarter three, CDS provided technical and organizational capacity support to its five Early Childhood Household Stimulation (ECHS) partners. These partners delivered comprehensive services to 9,068 orphans and vulnerable children and their caregivers. CDS provided extensive support to its partners to prepare for Site Improvement through Monitoring System (SIMS), including conducting mock SIMS assessments and supporting the development of customized plans to address areas for improvement. As a result, 80% of the three partners assessed achieved dark green scores in 80% of core essential elements, indicating strong performance. The CDS program has made significant progress in strengthening the capacity of its partners to deliver high-quality services to vulnerable populations. The program's focus on technical and organizational capacity support has enabled its partners to improve their performance and achieve better outcomes. The CDS program's commitment to sustainability and country-led responses to HIV and AIDS is critical to ensuring that the gains made are sustained over time. CDS's Early Childhood Household Stimulation (ECHS) partners have made notable progress in delivering comprehensive services to orphans and vulnerable children and their caregivers. The program's support to its partners has enabled them to improve their performance and achieve better outcomes. The CDS program's focus on technical and organizational capacity support has been instrumental in enabling its partners to strengthen their capacity to deliver high-quality services.
