Grant to CARE to build the institutional capacity of Mozambique"s Department for the Prevention and Control of Natural Calamities (DPCCN), and particularly to strengthen the ability of the DPCCN Logistical Support Unit (LSU) to manage emergency relief activities necessitated by the ongoing guerilla war.

Abstract
CARE will provide 13 logistics advisors - two each in Beira and Zambezia, one in each of the remaining 8 provinces, and one to move among the provinces to ensure constant coverage. These advisors will assist DPCCN provincial and district staff in such areas as calculating needs for emergency food distribution, arranging shipping of food commodities (including contracting with private transportation firms), and accounting for the disposition of the commodities. CARE will provide another 14 technical advisors in Maputo to coordinate training activities. Both logistic and management training will be provided. Logistic training will be based on the CARE Manual of Operations, which was developed under the previous grant, and will include: (1) formal courses to improve and institutionalize reporting and accountability at the provincial and district levels, (2) workshops for higher-level provincial DPCCN staff, and (3) on-the-job training by the logistics advisors. Formal management training of upper- and middle-level DPCCN managers will include courses on management principles, supervision skills, and advanced management principles for 90 provincial and national level supervisors, and a courses on supervision skills for their assistants. All CARE advisors will be complemented by Mozambican counterparts, who will increasingly assume tasks and responsibilities previously undertaken solely by CARE personnel. CARE also will provide the LSU with material assistance consisting of spare parts, fuel, trucks, warehousing, workshop equipment, office supplies, etc.
