Grant is provided under the PVO Support Program in Mozambique (6560217) to CARE to strengthen the logistics management capacity of the Government of Mozambique"s emergency relief organization, Departmento de Prevencao e Combate as Calamidades Naturais (DPCCN), and to increase private sector involvement in relief operations.

Abstract
CARE, which has virtually staffed DPCCN"s Logistic Support Unit (LSU) since 1984, will change its role from that of logistics implementor to that of management consultant. To fulfill this purpose, the CARE-operated LSU will undertake two separate activities: (1) transferring daily logistical management of food aid and other commodities to Mozambicans, through on-the-job training of staff of DPCCN"s operational wing, Unidade de Apoio Logistico (UAL) and of provincial units; and (2) facilitating increased use of the private and NGO sectors in clearing, forwarding, and transporting food aid and other relief commodities. CARE will introduce strategies for: contracting of port clearance and transhipment, participation of local suppliers in the provision of spare parts and fleet supplies, contracting of warehousing and trucking services, disposing of DPCCN trucks to the commercial transport sector, and transferring responsibilities for food distribution to NGO"s in certain districts. By the end of the project: (1) there will be no more than 8 CARE officers working directly on the LSU (vs. 19 currently); (2) 51% of DPCCN logistics operations will be handled by the private and NGO sectors; (3) 90% of available commodities will be distributed to eligible beneficiaries during any given period; (4) UAL and provincial DPCCN"s will be capable of performing requisite management functions (budgeting, accounting, managing private sector contracts, designing disaster rehabilitation programs that involve the private sector); (5) the DPCCN vehicle fleet will be no more than 75% its current size; and (6) DPCCN will be less of an operational agency, more of a coordinating one.
