Project, follow-on to project 5980622 and co-project with project 5960130 as part of the Caribbean and Latin American Scholarships Program (CLASP), to increase the number of U.S.-trained public and private sector individuals, especially the disadvantaged, in selected Latin American and Caribbean countries, at the planning, implementation, technical, managerial, and administrative levels.

Abstract
USAID"s will implement the project. U.S. long-term (1-4 years) training will be provided for 270 students and U.S. short-term (3-4 months) training will be given to 500 more. The training categories and criteria for student selection are the same as for Project 5960130. (Abstract derived in part from Project Paper for 5960130: PD-AAR-217) Amendment of 3/30/87 increases funding to $50 million and targets to 1,765 long-term trainees and 3,190 short-term (1-3 months) trainees. (PD-AAV-322) Amendment of 5/9/88 increases funding to $74.5 million and extends PACD 2 years to 9/30/94 to allow long-term participants who begin training in FY89 or FY90 to complete their programs. The amendment also modifies guidance for participating Advanced Developing Countries (ADC"s) - Mexico, Brazil, Paraguay, and Uruguay. Under the new criteria, ADC"s: (1) may send participants for training lasting from 2 weeks to 1 year; (2) must send at least 20% of the participants for long-term training (9 months or more); (3) must allocate at least 30% of the training to disadvantaged groups and 40% to women; (4) should integrate the CLASP program"s "experience America" objective with the training provided; and (5) should encourage the development of long-term U.S.-ADC institututional and organizational linkages, particularly in the private sector.
