Abstract
training in key development areas to approximately 500 public and private sector personnel from select Caribbean Basin countries. The project is divided into five components to be administered by five organizations with wide experience in their areas of training specialization. The Organization of American States (OAS) will finance up to 46 one-year and up to 164 two-year U.S. scholarships to allow Caribbean Basin undergraduates to complete their degrees. OAS will announce scholarship openings, coordinate activities with host countries and A.I.D., select and process applicants and handle payments, and issue progress reports. The Latin American Scholarship Program of American Universities will administer up to 30 two-year scholarships for graduate students to complete Masters-level degrees in the U.S.; English-language training will be provided as needed. The Institute of International Education (IIE) will administer up to 25 one-year fellowships in non-degree managerial training programs for mid-career professionals. IIE will also provide placement/counseling services, special one-week workshops, a one-day Coordinator"s workshop, English-language training, and support services. The National Association of Partners of the Americas will administer up to 30 person-years of long-term and 266.7 months of short-term professional training. Finally, the Interamerican University Council for Economic and Social Development (IUCESD) will provide up to 40 person-years of U.S. bachelor-level training; IUCESD will also establish a 2-3 month internship in the U.S. private sector for each participant. It is expected that 240 bachelor and 35 postgraduate degrees will be awarded and over 200 participants will receive nondegree, long- or short-term management or technical training. Scholarships will be in subject areas including, inter alia, agriculture, health, energy, public and business administration, engineering, economic development, information systems, and science and technology. Stress will be placed on providing scholarships to economically disadvantaged students and to personnel with leadership potential.
