PES facesheet covers the period 8/80-5/82 and is based on a special evaluation (PD-AAL-739). Recommendations are to: (1) amend the grant agreement providing the last funding increment; (2) agree that the CFPA be the principal signatory on all contracts funded under the project; (3) review expenditures and revise the budget; (4) reorganize the CFPA around three core staff members; (5) revise the implementation plan; (6) clarify the program consultant"s role; (7) design a new strategy to meet the training needs of FPA"s; (8) have the CFPA provide the audiovisual and mass media materials and training funded under project 5380039; and (9) implement the project per the recommendations on pp. 32-36 of the special evaluation.
