Abstract
This is a dynamic approach to management which examines the entire range of a project"s activities, from policy formulation through completion, as an integrated process. This report analyzes project planning from the standpoint of rural energy projects. The introduction provides brief background material on the concept and applications of biomass energy projects and small hydroelectric projects for rural development. It ends with a discussion of the IPPMC and its four phases: planning, appraisal, and design; selection, approval, and activation; operation, control, and handover; and evaluation and refinement. The next section analyzes and evaluates each of five case histories in respect to policy and research issues. The five are: biomass projects in the Philippines and Fiji, a pilot plant study, and hydroelectric projects in China and New Zealand.
