Abstract
The process is promoting the use of rigorous analysis in decision making and implementation, and encouraging missions to create innovative approaches in development. Strategic thinking and planning are being integrated into behaviors in a number of missions, with a focus on developing and implementing comprehensive Country Development Cooperation Strategies (CDCS). Senior leadership and buy-in are crucial for the success of the CDCS process, as they encourage and support the process. Strong leadership in Regional Bureaus and Program Offices is also essential, as it enables the effective implementation of the CDCS. Internal engagement within missions is vital, as it fosters a collaborative environment and ensures that all stakeholders are aligned with the CDCS. Stakeholder and partner engagement began early and continues into implementation, which is critical for the success of the CDCS. Missions are continuing to implement activities based on previous guidance while launching project design based on Program Cycle guidance, resulting in a "messy but realistic" approach. The CDCS process has been used to rethink and reorient long-term planning, with evidence-based analysis guiding strategies. A strong Results Framework is seen as a living tool that supports the vision of the CDCS during implementation. It is essential to view the CDCS as a strategy document and not an implementing document, requiring a strategic mindset from missions. The institutional knowledge of Foreign Service Nationals (FSNs) has been vital to a successful process, and cross-cutting development objectives and program integration have been critical components of the CDCS. The spatial and focusing issues faced by the four cross-cutting development objectives and program integration have been significant challenges. Earmarks and budget have been major issues, requiring careful consideration and management. Overall, the CDCS AAR Meta Themes highlight the importance of a strategic approach to development, with a focus on rigorous analysis, stakeholder engagement, and innovative solutions.
