Abstract
The report outlines the tasks and activities implemented during the start-up phase of the project. The main purpose of the report is to provide an update on the progress made towards achieving the project's strategic objectives. The report highlights the key achievements in Burkina Faso, where CHISU began discussions with the USAID Burkina Faso Mission and the Global Health Security Agenda Team in USAID Washington to continue support to the One Health information systems started under the MEASURE Evaluation project. The work plan was approved on October 2, 2020, and a three-person team was in place by the end of November. The team added a Finance and Administration Manager in February and began recruitment for two Regional Officers: a Data Analyst and a Health Management Information System Advisor. In Burkina Faso, CHISU met with different departments and divisions managing the One Health thematic commissions to introduce the program and discuss potential support based on the approved work plan. The team also initiated the relaunch of the biweekly meetings of the One Health technical coordination group and was identified as an implementing partner in the disease surveillance committee. CHISU supported the One Health thematic committee by funding the committee's workshop to develop its terms of reference and participated in the biweekly meetings of the One Health Technical Secretariat. CHISU provided technical and financial support to the Ministry of Health (MoH) to enhance the One Health system. Laboratories now enter Covid-19 test results into the One Health system, which are then transmitted to an application developed by the Direction des Systèmes d'Information en Santé (HIS Direction) (DSIS) that sends results by SMS to clients. The SOCI tool was translated into French and is awaiting validation before starting the in-country assessment. In addition to the achievements in Burkina Faso, the report highlights the progress made in Serbia, where CHISU began discussions with the USAID Serbia Mission about potential support to the Government of the Republic of Serbia. USAID approved a scoping exercise on December 1, 2020, to gather information from Serbian stakeholders to develop a work plan. CHISU met with over 15 different stakeholders and reviewed over 10 different key documents and resources. A key message that emerged from the scoping exercise is the need to focus support on the governance of the health information system and on data analytics. The report also outlines the plans for the next period, which include continuing support to the Surveillance Thematic Commission, completing the SOCI assessment, completing ICT procurement and deploying equipment to focus regions, and deploying the One Health electronic platform in focus regions.
