Abstract
PES covers the period 8/82-2/85 and is based on an attached mid-term evaluation (XD-AAR-461-A). Action decisions, based on evaluators" recommendations, are to: extend the project assistance completion date; revise the project agreement to reflect the 1983 devaluation and to clarify Government of Zaire (GOZ) obligations and the purpose of counterpart funds; increase the GOZ budgetary contribution to the project, or failing this, stretch out the A.I.D. and/or reduce the counterpart fund contribution; improve the budget preparation process; perform studies on a cost-recovery system; simplify the current Centers for Disease Control suballocation accounting system; nominate an interim project director; computerize the commodity inventory, personnel, and payroll systems; increase and improve assistance to rural health zones (RHZ"s) in training, logistics, health education, and supervision; institute inservice training courses on project - Combatting Childhood Communicable Diseases (CCCD) - technologies for RHZ physicians; organize an ORT Training Center at Mama Yemo Hospital for physicians; and improve and extend the disease surveillance system. Included with the PES are USAID/Z"s comments on other evaluation recommendations.
