Abstract
The evaluation (a final one for the lead project and an evaluation of the strategy for the follow-on) covered the period 8/81-12/86 and was based on document review, site visits, and interviews with project personnel and participants. PES consists of action decisions which correspond directly to the recommendations given under the attached evaluation. For a fuller review, see the abstract of XD-BBF-376-A.
