Abstract
The program aimed to develop a sustainable social housing village where residents, stakeholders, and partners have an equal sense of ownership. The project was implemented by Global Communities, a non-governmental organization, in partnership with the Entreprise Publique de Promotion de Logements Sociaux (EPPLS), a government agency responsible for social housing. The program focused on supporting the new Community Management Committee (CMC) and the EPPLS teams through trainings, logistics, and finance for activities. The CMC was established to plan and oversee housing activities, such as Carnival celebrations, and to develop a land-use plan that would drive business and economic development in the village and surrounding areas. Global Communities continued to support EPPLS in managing the village, motivating residents to pay their bills, improving security, and monitoring the program. The program also implemented various interventions to improve hygiene and sanitation conditions in the village. Water Sanitation and Hygiene (WASH) trainings were conducted to educate residents on proper hygiene practices, and a land-use plan was developed to promote business and economic development in the village. The program also focused on supporting the CMC and EPPLS teams through trainings, logistics, and finance for activities. In the third quarter of fiscal year 2016, the program achieved several accomplishments, including conducting a workshop for commission members, organizing a community activity for the flag celebration, and improving the rate of water payments. The program also faced challenges, including the lack of cooperation from EPPLS and the Ministry of Finance, which hindered the implementation of the land-use plan. The program's quantitative summary revealed that 28.3% of residents paid their rent on time, while 26.2% paid their water bills on time. The program also organized a general assembly with residents and the stakeholders to discuss the future site work and the work made by DFS Construction. The CMC meetings were also organized, and the CMC was informed of the current and coming activities and discussed their role and function. The program's governance and community relations were also strengthened through the sensitization of residents to the concept of paid services, which aimed to avoid disconnection of water services. The community mobilizers emphasized the importance of paying rent and water bills on time, and the Global Communities staff focused on the financial, data, and monitoring capacity building of the CAEPA staff. The program's operational support for the EPPLS site team was also provided, and Global Communities supported and collaborated with EPPLS from the beginning of the program. EPPLS communicated with CMC members and mobilization teams to address unpaid rent and motivate residents to make on-time payments. The program highlighted the benefits available when residents paid their bills, including security, lighting, and public space maintenance. The program's subsequent quarter's work plan focused on supporting EPPLS teams, launching a bid for the firm in charge of implementing the land-use plan, and utilizing vacant spaces for cultural, recreational, and recreational activities. The program also planned to visit the site to verify the flood-related issues and to support the CMC and EPPLS teams in their activities. The program's operational support for the EPPLS site team was also provided, and Global Communities supported and collaborated with EPPLS from the beginning of the program.
