Abstract
The contract has two objectives: to certify that facility-based performance data submitted are reliable and to certify that, at the community level, data related to health care services provided are reliable. The patient/client survey, conducted in April and May 2018, falls under the second objective of VRS Central and South. The survey aimed to verify that clients in health facility registers for the second quarter of fiscal year 2018 really exist and received services, and to assess client satisfaction with respect to services rendered at the health facilities and to the management of the health facilities in general among clients who received services during the second quarter of fiscal year 2018. A sample of patients/clients was selected from each health facility by VRS Central and South data verificators. Community interviewers used a 10-item questionnaire to assess client satisfaction. The data was collected using both electronic and paper-based methods, with community interviewers trained to conduct interviews and record data on mobile devices for 49 health facilities, including all facilities implementing Results-Based Financing (RBF). The data was uploaded to a secure server, aggregated, and extracted in a useful format using SurveyCTO, a mobile data collection tool based on the Open Data Kit (ODK) open source platform. The tracking rate for patients/clients selected was 38 percent, with a 36 percent tracking rate for facilities implementing RBF and a 39 percent tracking rate for those not implementing RBF. The survey population consisted of patients/clients who received services during the second quarter of fiscal year 2018. The results of the survey are presented in the following sections. The survey population was distributed across various age groups, with the majority of respondents falling within the 15-24 age range. The distribution of respondents by services received showed that the majority received antenatal care (ANC) services, followed by community health worker (CHW) services. The distribution of patients tracked by department showed that the majority of patients were tracked in the Centre and Ouest departments. Client satisfaction regarding care received at non-RBF health facilities was assessed using a 10-item questionnaire. The results showed that the majority of clients were satisfied with the care received, with a high level of satisfaction reported for services such as ANC, CHW, and emergency obstetric care. However, some clients reported dissatisfaction with services such as laboratory tests and pharmacy services. The survey results indicate that the majority of clients were satisfied with the care received at both non-RBF and RBF health facilities. However, some clients reported dissatisfaction with certain services, highlighting the need for improvement in these areas. The results of the survey will be used to inform the development of strategies to improve client satisfaction and the quality of care provided at health facilities in Haiti.
