Abstract
The partnership aimed to address the complexities within the diverse portfolio of public health projects funded by USAID/India, as well as partner disparities and challenges in knowledge management and transfer. L4i's fundamental concept was to cultivate a culture of learning and knowledge dissemination, optimizing the impact of these projects and enriching the public health landscape. Throughout the six-year journey, L4i achieved key milestones, including streamlining the HO's learning and knowledge management systems, establishing an online platform for continuous learning, and organizing tailored events for knowledge sharing and cross-collaboration among partners. The project also developed monitoring tools for the HO, facilitated engagement with health leadership and partners at the state level, and conducted research guiding strategic investments, especially in the context of COVID-19. Additionally, L4i piloted participatory evaluations and community-led monitoring of HIV services and formed an Alliance for dialogues, policy influence, and resource mobilization in comprehensive primary healthcare. India faces complex health challenges due to a diverse healthcare landscape, grappling with a significant disease burden, both communicable and non-communicable. Social determinants of health play a crucial role, and the inadequate public health expenditure of 1.28% of GDP poses challenges for government-funded schemes. This funding gap worsens disparities, particularly for the nearly 400 million uninsured Indians, but also presents opportunities for organizations like USAID to support innovative solutions addressing India's healthcare issues. USAID/India collaborates with national and state government institutions in India to demonstrate high-impact solutions in the field of public health, spanning Family Planning, Reproductive Health, Maternal and Child Health, HIV/AIDS, Tuberculosis, Emerging Pandemics, and Health Systems Strengthening. To enhance India's healthcare landscape by strengthening the workforce, improving health data, optimizing the supply chain, and reducing out-of-pocket healthcare expenses, USAID/India has invested in a vast portfolio of 40+ projects in these areas. L4i's goal is to enhance USAID's efforts to assist the government of India in achieving its health objectives through strategic investments informed by robust evidence, narratives, and continuous learning. The objectives of L4i include recognizing and addressing the complexities within the diverse portfolio of public health projects, partner disparities, and challenges in knowledge management and transfer. Additionally, L4i aims to foster a culture of learning and knowledge dissemination, optimizing the impact of these projects and enhancing the Indian and global public health landscape. The partnership has been instrumental in synthesizing knowledge and enabling strategic investments informed by robust evidence, narratives, and continuous learning. L4i has also facilitated engagement with health leadership and partners at the state level, conducted research guiding strategic investments, and piloted participatory evaluations and community-led monitoring of HIV services.
