Abstract
The Sistema Integrado de Gestión Anticorrupción (SIGANC) is a comprehensive framework that aims to promote a culture of integrity and transparency within the institution. The SIGANC is based on a manual of good practices and conduct that outlines the principles and procedures for preventing corruption and irregularities. The manual is divided into several sections, including leadership, planning, support, operation, evaluation, and improvement. Each section provides guidelines and best practices for implementing the SIGANC and promoting a culture of integrity within the SET. The leadership section emphasizes the importance of leadership and commitment in preventing corruption and irregularities. It outlines the roles and responsibilities of the high-level management, the Committee of Ethics, Risks, and Compliance (CERC), and the Department of Internal Audit and Investigation (DAII). The section also provides guidelines for developing a policy against corruption and establishing a code of conduct for employees. The planning section focuses on identifying and addressing risks and opportunities for corruption and irregularities. It outlines the objectives and strategies for preventing corruption and irregularities, as well as the procedures for monitoring and evaluating the effectiveness of the SIGANC. The support section provides guidelines for providing resources and support for the implementation of the SIGANC. It outlines the procedures for hiring and training employees, as well as the importance of communication and documentation in promoting a culture of integrity. The operation section provides guidelines for implementing the SIGANC in daily operations.
