Abstract
A consultoría was conducted to support the fortification of these processes, with the objective of providing recommendations for improvement and simplification of key processes. The consultoría was implemented by USAID/CEAMSO, with the goal of contributing to the improvement of the effectiveness of the Paraguayan government in developing its institutional capacity and human resources, as well as consolidating mechanisms of transparency and accountability. The program focused on strengthening internal control and administration systems in key public institutions. The objectives of the consultoría were to provide asesoramiento to the Unidad Técnica y Administrativa designated by the MSPyBS in the implementation of recommendations for improvement in the management of the Ministry's purchases, establish clear criteria and rules for the realization of payments to providers by source of financing, and simplify processes and steps for rapid response to recurring issues through the distribution of roles to Administradores de Contratos and other areas. The consultoría built on previous work conducted by USAID/CEAMSO, which included the development of a Borrador de la Guía validada de Procedimientos para la planificación y procesos de pagos del Ministerio de Salud Pública y Bienestar Social, a Borrador validado de la Resolución “Por la cual se establecen procedimientos para la planificación y proceso de pagos emanados de los compromisos institucionales en el marco de las contrataciones públicas,” and a Borrador validado de una Propuesta de modificación de la Resolución N° 32. The consultoría involved the development of several products, including a Borrador de instructivo para la investigación de irregularidades administrativas, and the provision of asesoramiento to the MSPyBS on the implementation of recommendations for improvement in the management of the Ministry's purchases. The consultoría also included the establishment of clear criteria and rules for the realization of payments to providers by source of financing, and the simplification of processes and steps for rapid response to recurring issues through the distribution of roles to Administradores de Contratos and other areas. The results of the consultoría included the development of a Borrador de Planilla para el estudio de precios referenciales para subgrupo 350, and the provision of asesoramiento to the MSPyBS on the implementation of recommendations for improvement in the management of the Ministry's purchases. The consultoría also included the establishment of clear criteria and rules for the realization of payments to providers by source of financing, and the simplification of processes and steps for rapid response to recurring issues through the distribution of roles to Administradores de Contratos and other areas. The consultoría was conducted in accordance with the terms of reference, which included the provision of asesoramiento to the MSPyBS on the implementation of recommendations for improvement in the management of the Ministry's purchases, the establishment of clear criteria and rules for the realization of payments to providers by source of financing, and the simplification of processes and steps for rapid response to recurring issues through the distribution of roles to Administradores de Contratos and other areas. The consultoría was implemented by a team of experts from USAID/CEAMSO, who worked closely with the MSPyBS to develop and implement recommendations for improvement in the management of the Ministry's purchases. The consultoría was conducted in accordance with the terms of reference, and the results were presented in a final report that included a summary of the activities conducted, the results achieved, and the recommendations for future action.
