Abstract
The specific objectives are to systematize the most frequent questions raised during training sessions on the manual's content, conduct interviews with key actors to identify relevant analysis topics, develop a practical guide on contract administration for the MOPC, and create a basic consultation tool for MOPC officials. The proposed methodology involves collecting information from previous training sessions and public sources, conducting interviews with key actors, and classifying and systematizing the obtained information. The information will be used to develop the structure of the guide, which will be presented in the form of frequently asked questions with corresponding answers. A draft of the information and the guide's structure will be presented to MOPC and CEAMSO officials for feedback and suggestions. The activities to be carried out include collecting and systematizing the information from the training sessions, participating in coordination meetings with MOPC and CEAMSO officials, preparing the guide's proposal and content, and socializing the guide's content with key actors from the MOPC. The expected results include an informative report containing the collected information, interviews, and systematized information, as well as a practical guide on contract administration for the MOPC in an editable format. The guide will be developed based on the structure and content proposed, and will be presented in a final version after incorporating feedback and suggestions from MOPC and CEAMSO officials. The project timeline is as follows: the first month will be dedicated to collecting information from the training sessions, identifying key actors to be interviewed, and conducting the interviews. The second month will be focused on systematizing the information and developing the guide's structure. The third month will involve preparing the guide's content and presenting a draft to MOPC and CEAMSO officials for feedback. The fourth month will be dedicated to incorporating feedback and suggestions, and the fifth month will be focused on finalizing the guide and presenting it in an editable format. The project's deliverables include an informative report and a practical guide on contract administration for the MOPC. The guide will be developed in an editable format and will be presented to MOPC officials for their use. The project's timeline is 120 days, and the expected outcomes will be achieved through the implementation of the proposed methodology and activities.
