Abstract
The program aimed to contribute to improving the effectiveness of the Paraguayan government in developing its institutional capacity and human resources, as well as consolidating mechanisms of transparency and accountability. The program focused on four strategic objectives or components: (1) improving the management capacity of selected key institutions, (2) strengthening internal control, accountability, transparency, and anti-corruption actions in these institutions, (3) improving the legal framework and public policies to enhance the effectiveness of the state, and (4) strengthening CEAMSO's institutional development to sustain projects and their achievements, enabling progress towards democracy and good governance in Paraguay. CEAMSO, a non-governmental organization with public utility, manages various programs, including the Programa de Democracia y Gobernabilidad (PDG) of USAID, which is in the closing phase. The PDG worked to strengthen internal control and administration systems in key public institutions, focusing on priority functions such as civil service, public finance management, control and audit instances, citizen participation, and CEAMSO's institutional capacity strengthening. The PDG identified four key components to achieve its objectives: (1) improving the management capacity of selected key institutions, (2) strengthening internal control, accountability, transparency, and anti-corruption actions in these institutions, (3) improving the legal framework and public policies to enhance the effectiveness of the state, and (4) strengthening CEAMSO's institutional development to sustain projects and their achievements. The program's activities included workshops with key actors of the PDG, such as Ofelia Yegros and Raúl Quiñonez, Fátima Andrada, César Pastore, and Enrique Sosa, among others. These workshops aimed to identify products for local governments to strengthen their governance. The program's products identified for the strengthening of local governments include the Plan de Desarrollo Sustentable Municipal (PDM) 2021-2025, the increase of genuine municipal revenues in the short and medium term to elevate the level of public investment, the Plan of opportunities for investment: concessions, fideicomiso, emission of bonds, transparency, accountability, and access to public information, and the improvement of human resources of the municipality to elevate the quality of services. The program's activities were focused on the development of the Paraguayan government's capacity to provide strategic and priority services, improve transparency and accountability, and strengthen internal control and anti-corruption efforts.
