Abstract
Department of Energy (DOE) to provide technical assistance to USAID energy assistance projects. DOE will implement the project and will supply a total of 9 person-years of assistance; A.I.D. will provide salary support and other personnel expenses. Assistance from DOE will be in three distinct areas. First, technical experts will supply short-term assistance in response to specific requests from AID/W or Missions for technical advice, evaluations or studies of proposed energy projects, technical consultation for ongoing projects, and assistance in project design. A total of at least 24 person-months will be supplied by DOE direct-hire professionals or contractors from ongoing DOE projects. Participating Agency Service Agreements will be drawn up for each project and may include the provision of hardware and operating expenses in addition to manpower. Second, support will be provided to a DOE studies and analysis group to produce a series of five reports on the energy outlook for LDC"s. The impact of energy on economic development, food production, and balance of payments, and an assessment of energy problems and technical options to address them will be among the topics covered. In most instances, available data will suffice to develop the studies, and travel outside the U.S. will not be required. The resource documents will be reviewed by A.I.D. before publication. At least 36 person-months of energy analysts" time will be supported under ths component. Third, support will be provided for 12 person-months of direct assignment of DOE personnel to the Office of Energy of A.I.D."s Development Support Bureau to assist in developing and managing individual energy projects and energy components of larger projects. Initially, the chief area of assistance will be urban energy needs. In addition to the personnel categories listed above, A.I.D. will support a total of 36 person-months for a DOE staff to administer the RSSA. If successful, the project will be continued after the initial year and new personnel will be contracted as needed. Project amendment of 8/22/80 provides incremental funding to refinance the RSSA with DOE. The additional funds will make possible 9 person-years of technical support through FY 81.
