Abstract
charitable donations as a catalyst for community self-help redevelopment. The project, which directly supports the Government of El Salvador"s (GOES") National Plan to restore and solidify civil authority, will be implemented by ANESOM, the Family Foundation of America (FFA), and CONARA (a GOES entity). Through collaboration with FFA, ANESOM will establish a sponsorship relationship between U.S. communities and Suchitoto. Local municipal authorities (COMURA"s and COCARA"s), ANESOM/FFA, and representatives of the U.S. communities will develop a town renovation plan and identify the needed donations (e.g., school and medical supplies, hand tools, equipment for small industries, and short-term TA). FFA will collect the donations. Based on the town plan, a series of community renovation and development activities will be carried out to restore essential public services in, e.g., health, water and sanitation, education, and roads. Representatives of sponsoring communities will visit Suchitoto twice a year and report back to donors on activities there. A reciprocal visit will be made by Suchitoto representatives to meet those who have assisted the town renovation. The project will attempt to identify sufficient private resources to expand this kind of program to other Salvadoran communities, as well as a mechanism for effectively targeting donations to meet the priority needs of the GOES. ANESOM will work closely with CONARA to ensure that activities are consistent with the National Plan and to access resources available from the GOES. Other local groups such as the Rotary or Lions Club may also provide resources.
