Abstract
The communities will provide locally available materials for construction of the gravity-flow systems, and workers will be reimbursed for labor through food-for-work contracts with participating water committees. Repair costs will in time be assumed almost entirely by the communities, although the National Potable Water Service (SNEP) will provide TA. CARE will make particular efforts to prepare communities to maintain the systems, providing onsite training to two local residents; the water committees will also be required to establish a maintenance fund by taxing each user family $0.50. A community development organizer will assist these committees.
