Abstract
The project's institutionalization of policy making led to the development of County Health Sector Strategic Investment Plans (CHSSIPs) and Monitoring and Evaluation (M&E) plans by all focus counties. Improved implementation of key health policies was observed in 4 of the assessed counties, and the quality of malaria data was enhanced for informed decision making. The project's efforts in collaborative learning and accountability approaches led to increased instances of data use in key county strategic decisions. Additionally, the project met all 9 Country Operational Plan (COP) 18 benchmarks. The project aligned with the new US Government policy, the Journey to Self-Reliance (J2SR) principle, by re-modeling the implementation of malaria data quality issues through main County Director of Health (CDoH) structures and staff. Key achievements under Sub-Purpose 1, Increase leadership and management capacity of County Governments for effective outcome measurements, learning, and accountability systems, include: * Strengthening leadership and management capacities at the county level by reviving key non-functional or semi-functional structures into full functionality. * Strengthening the county capacity to effectively develop and implement key health policies, with all counties completing the development of their CHSSIPs and M&E plans in FY19. * Improving policy implementation, with a policy assessment revealing improved implementation in 50% of the focus counties. * Enhancing the county institutional capacity in outcomes measurement, with the adoption of data management SOPs, data analysis and use plan, and AWP implementation monitoring tool. Key achievements under Sub-Purpose 2, Increase availability, analysis, and use of high-quality data, include: * Improving the availability and quality of data for ICD10, CPIMS, Malaria, HIV, and RMNCAH through strategic interventions such as mentorship, data review, and data quality reviews. * Improving the county capacity in data analytics through training in data analytics for RH and CPIMS, mentoring data analytics ToTs, and conducting actual data analysis with OVC IPs. The project's efforts in strengthening county leadership and management capacities, improving health policy implementation, and enhancing data quality and use have contributed to improved health outcomes in the focus counties.
