Abstract
The program focuses on five PEPFAR clusters, including Baringo, Bungoma, Busia, Homa Bay, and Kakamega. The program's primary objective is to improve health outcomes, particularly in the areas of maternal and perinatal health, HIV/AIDS, and child protection. The program's technical assistance has been instrumental in strengthening county-level monitoring and evaluation (M&E) systems. This has enabled counties to track and analyze health data, identify areas of improvement, and develop targeted interventions. The program has also provided capacity-building support to county health management teams, enabling them to effectively manage and coordinate health services. One of the key achievements of the program has been the strengthening of maternal and perinatal death surveillance and response committees. These committees are responsible for investigating and responding to maternal and perinatal deaths, with the aim of identifying causes and implementing interventions to prevent future deaths. The program has also supported the integration of the Department of Children Services and OVC implementing partners, Child Protection Information Management System, to improve child protection services. The program has also made significant progress in improving health outcomes in the focus counties. For example, in Busia County, the program has supported the development of a county health sector strategic investment plan, which aims to improve health outcomes through targeted investments in health infrastructure and services. In Homa Bay County, the program has supported the implementation of a malaria control program, which has resulted in a significant reduction in malaria cases. The program has also supported the development of health information systems, including the Kenya Health Information System (KHIS). The KHIS is a web-based platform that provides real-time data on health outcomes, enabling counties to track progress and identify areas of improvement. The program has also supported the development of electronic medical records, which has improved the quality and accuracy of health data. In terms of expenditure, the program has allocated significant resources to support county-level health initiatives. For example, in FY21Q3, the program allocated $1.2 million to support health initiatives in the focus counties. The program has also supported the development of a geographic information system (GIS), which provides spatial data on health outcomes and enables counties to identify areas of high need. Overall, the County Measurements, Learning and Accountability Program: Tupime Kaunti has made significant progress in improving health outcomes in the focus counties. The program's technical assistance, capacity-building support, and investments in health infrastructure and services have enabled counties to strengthen their health systems and improve health outcomes.
