Abstract
The plan is a result of a collaborative effort between the STP, the Programa de Democracia y Gobernabilidad of the Agencia de los Estados Unidos para el Desarrollo Internacional (USAID/Paraguay), and the Centro de Estudios Ambientales y Sociales (CEAMSO). The plan is based on the principles of open government, which include transparency, participation, accountability, and the use of new technologies. These principles are fundamental to a democratic society and are essential for the effective implementation of public policies. The plan is divided into three main parts and includes commitments from the Poder Ejecutivo, the Poder Judicial, and the Poder Legislativo. The plan includes 30 commitments, which are grouped into five areas of public policy: social participation, transparency and accountability, access to information, citizen engagement, and institutional strengthening. Some of the key commitments include the establishment of a system for rendering accounts and the implementation of a participatory budgeting process. The plan also includes a commitment to the implementation of the 17 Sustainable Development Goals (SDGs) of the Agenda 2030 for Sustainable Development. Paraguay has committed to implementing the SDGs through the Plan Nacional de Desarrollo Paraguay 2030 and the Planes de Acción de Gobierno Abierto. The plan is a result of a collaborative effort between the government, civil society, and international organizations. The STP played a key role in the development of the plan, which was approved by the Comité Evaluador in July 2019. The plan was made available to the public through the website http://tiny.cc/4PlanGAbierto from July 25 to August 2, 2019. The plan is a significant step towards the implementation of the principles of open government in Paraguay. It demonstrates the government's commitment to transparency, participation, and accountability and provides a framework for the implementation of public policies that are more effective and efficient.
