Abstract
The plan aims to strengthen the management and development of personnel within the institution. The plan is divided into several sections, including the general plan of labor risks, procedures, and annexes. The general plan outlines the organization's structure, functions, and responsibilities, as well as the procedures for elaborating and revising the plan. It also describes the organization's preventive structure and the roles and responsibilities of various personnel, including the Minister Secretary Executive, the Interlocutor Institution-Servicio Medico/Preventivo, and the Servidores Públicos. The plan emphasizes the importance of a transparent and effective management of human resources, incorporating legal, organizational, and technical criteria, as well as policies and practices. It also highlights the need to balance the objectives of efficiency and effectiveness with the requirements of equality, merit, and impartiality. The plan outlines various procedures, including the elaboration and dissemination of the policy of prevention, objectives and goals, analysis and control of risks, registration and investigation of accidents and incidents, communication of risks, acquisition of goods, equipment of work, and products chemical. It also emphasizes the importance of information, consultation, and participation of public servants, as well as training and vigilance of health. The plan assigns resources, including human and economic resources, and includes annexes that provide additional information, such as an inventory of work equipment, a model of policy of prevention, and a form for communication of accidents and incidents. The plan is based on the principles of a professionalized system of public function, which generates greater administrative efficiency and higher levels of citizen confidence in institutions.
