Abstract
The PDG is managed by the Centro de Estudios Ambientales y Sociales (CEAMSO), which is responsible for implementing various programs, including the PDG, with funding from the United States Agency for International Development (USAID). The PDG has four strategic objectives, including improving the institutional capacity of key public institutions, strengthening accountability, transparency, and anti-corruption measures, improving the legal framework and public policies, and strengthening the institutional development of CEAMSO. The SFP is one of the institutions prioritized by the PDG for technical assistance. The PDG contracted a consultancy to provide technical assistance to the SFP to develop a comprehensive plan for the implementation of the Sistema Integrado Centralizado de la Carrera Administrativa (SICCA). The consultancy aimed to define the general strategy for implementing the SICCA in the institutions of the Poder Ejecutivo (PE), conduct a diagnosis of the level of development of the SICCA, determine the resources required to address the identified needs, and develop a plan for the development and implementation of the SICCA in the SFP and the PE institutions. The consultancy produced five products, including a plan of work agreed upon with the SFP and CEAMSO, a document outlining the general strategy for implementing the SICCA, an executive report on the diagnosis of the level of development of the SICCA, a plan for the development and implementation of the SICCA in the SFP, and a plan for the development and implementation of the SICCA in the PE institutions. The plan for the development and implementation of the SICCA in the SFP and the PE institutions is based on the state of situation revealed in the diagnostic process and the definitions of strategic guidelines established in the products. The plan was developed in collaboration with the SFP's technical team and the CEAMSO consultancy. The plan defines the need to establish or re-establish an instance of coordination and technical management of the development and implementation of the SICCA, which is referred to as the "Equipo Coordinador SICCA." This team should be composed of the SFP's technical team and the owners of the process and references from each of the relevant units. The Equipo Coordinador SICCA will be responsible for defining the technical aspects of each module/process of the SICCA, establishing communication and training guidelines, and conducting the development and implementation process. The plan also outlines the roles and responsibilities of the Equipo Coordinador SICCA, including defining the rules of the game for their actions and conducting the development and implementation process. The plan is structured around the following stages: diagnosis, planning, implementation, and monitoring and evaluation. The plan emphasizes the importance of coordination and communication among the different units and institutions involved in the development and implementation of the SICCA. It also highlights the need for a formal act to establish the Equipo Coordinador SICCA and define its roles and responsibilities. The plan provides a comprehensive framework for the development and implementation of the SICCA in the SFP and the PE institutions. It outlines the strategic guidelines, roles and responsibilities, and implementation plan for the SICCA, and provides a roadmap for the development and implementation of the SICCA in the SFP and the PE institutions.
