Abstract
The program is implemented by the Ministry of Health and Social Services, in collaboration with the Society for Family Health and other stakeholders. The program's data quality assessment was conducted in 2019 to evaluate the accuracy, completeness, and reliability of the data collected. The assessment used a combination of routine data quality assessment results, completeness, reliability, intrasystem accuracy matching summary, intersystem accuracy summary, and 90-90-90 estimates. The results showed that the program data had varying levels of quality, with some indicators showing high completeness and reliability, while others had significant gaps and inaccuracies. The assessment found that the completeness of program data varied by region, with some regions showing high completeness for certain indicators, while others had significant gaps. For example, Table 3 shows a summary table of completeness for selected indicators, by region, which indicates that the completeness of data for HIV testing and counseling services varied significantly across regions. The reliability of program data was also assessed, and the results showed that some indicators had high reliability, while others had significant errors. For example, Table 1 shows a sample of records sampled and cross-checked for reliability, which indicates that the reliability of data for key population case management clients who tested HIV positive and knew their status varied significantly across regions. The assessment also evaluated the accuracy of program data by comparing it with data from other sources, such as the Electronic Dispensing Tool and the Electronic Patient Management System.
