Abstract
The contract, which ended on September 30, 2015, aimed to provide training and learning support to various DCHA offices, including PPM, CMM, CS3, CMC, and FFP. The quarterly report for the fourth quarter of fiscal year 2015 highlights the activities undertaken by MSI during this period. The report covers course delivery and retreats, e-module development, analytical products, and contract management. MSI delivered several training courses, including DCHA 101, Crisis, Stabilization and Governance, and Women, Peace & Security Training of Trainers. The DCHA 101 course, which was delivered from July 28-30, 2015, had 22 participants, mostly new USAID staff. The participants rated the course highly, with an average score of 4.58 out of 5. The course objectives included citing examples of DCHA's work, naming DCHA offices, and identifying key operational capabilities. The Crisis, Stabilization and Governance course, which was delivered from August 17-21, 2015, had 14 participants from various missions and bureaus. The participants rated the course highly, with an average score of 4.6 out of 5. The course objectives included integrating concepts of transition from response to development, using a conflict-sensitive lens, and applying sequencing and planning approaches. MSI also facilitated a half-day Senior Staff Retreat for the DCHA bureau on July 15, 2015. The retreat focused on professional development, morale, and performance management. The MSI facilitator shared key findings from the bureau's professional development survey and helped participants brainstorm and prioritize professional development recommendations. In addition to course delivery and retreats, MSI developed several e-modules, including the FFP e-module, the Security Sector Assistance (SSA) e-module, and the DCHA at a Glance and DCHA in the Field e-modules. MSI also edited, formatted, and submitted the site content for the DCHA Staff Support & Resources site on the myUSAID platform. The report highlights the importance of careful planning and communication in the implementation of these projects. MSI and the Contracting Officer's Representative (COR) held weekly and bi-weekly planning meetings to facilitate the efficient implementation of these projects. The e-modules have become a valuable tool for reaching DCHA staff in the field who may not otherwise be able to undertake training. The report concludes by highlighting the achievements of the project during the fourth quarter of fiscal year 2015. The project has made significant progress in delivering training courses, developing e-modules, and providing analytical products. The project has also facilitated a Senior Staff Retreat for the DCHA bureau, which focused on professional development, morale, and performance management.
