Abstract
and its partners to support USAID's Center for Education (DDI/EDU) in furthering its reputation as a thought leader in education for development. The overall purpose of the project is to support knowledge sharing, tool development, and professional development iteratively as USAID's programs evolve, building knowledge and evidence and cultivating learning networks in areas to ensure that education programming is inclusive of marginalized populations, higher education, education systems strengthening, and other relevant and/or emerging areas in the sector. The LTLGP work plan for Year 2, covering the period September 1, 2021 through August 31, 2022, builds on the Year 1 Interim Work Plan and focuses on building a system of interconnected Hubs and Learning Networks to reinvigorate, amplify, and elevate the work of two pre-existing networks, the Global Reading Network and the Education in Crisis and Conflict Network. The work plan also aims to create a new learning network for higher education, develop and disseminate knowledge products relevant to the needs of Missions and Implementing Partners, and provide demand-driven professional development opportunities. The LTLGP's principal technical work in Year 2, quarters 1 and 2, is focused on managing and implementing a set of 14 activities identified by USAID and LTLGP and residing within the DC Hub. These activities span higher education, reading and literacy, and education in crisis and conflict technical areas and are presented by functional area. The activities are designed to advance DDI/EDU goals and functions, and management effort will be dedicated to ensuring that all activities progress in a timely manner and that learning networks benefit from the knowledge products and professional development opportunities delivered. The LTLGP work plan includes a set of 14 activities chosen by USAID and the LTLGP Secretariat to strategically use LTLGP's technical support to advance DDI/EDU goals and functions. These activities are expected to achieve specific outcomes, including identifying and amplifying strengths across the project, adapting activities when issues are identified, and capturing evidence for what works with respect to strengthening and building learning networks and lessons learned about what is required for success. The costed work plan is included as a separate document (Annex 4) and will inform LTLGP management and signal when changes are necessary. The work plan timeline (Annex 1), quality assurance and surveillance plan (QASP, Annex 2), and the monitoring, evaluation, and learning plan (MELP, Annex 3) will also inform LTLGP management and help ensure that LTLGP identifies and amplifies strengths across the project, adapts activities when issues are identified, and captures evidence for what works with respect to strengthening and building learning networks and lessons learned about what is required for success. The LTLGP's principal technical work in Year 2, quarters 3 and 4, will focus on implementing the remaining activities and evaluating the progress of the project. The project will also continue to provide demand-driven professional development opportunities and develop and disseminate knowledge products relevant to the needs of Missions and Implementing Partners. The LTLGP's geographic coverage includes USAID/Washington and USAID/Missions, and the project will report to the USAID LTLGP Team and the EDC/TRG LTLGP Team. The project will also collaborate with other DDI/EDU mechanisms and missions/operating units to ensure that the project's activities are aligned with USAID's education sector priorities. The LTLGP's management approach will focus on ensuring that all activities progress in a timely manner and that learning networks benefit from the knowledge products and professional development opportunities delivered. The project will also capture evidence for what works with respect to strengthening and building learning networks and lessons learned about what is required for success.
