Abstract
The event's central theme was "Rol de los Ejecutivos de las ONGD, como gestores innovadores dentro de los procesos de Descentralización y Desarrollo Local," or the role of executives of non-governmental development organizations as innovative managers within decentralization and local development processes. The meeting aimed to continue strengthening spaces for analysis and proposals, addressing topics of interest and relevance to affiliated non-governmental development organizations. The event began with the welcome speech by Ingeniero Arnaldo Bueso, President of the FOPRIDEH board of directors, who expressed gratitude to the directors and executives for their presence and ongoing support for initiatives driven by the Federation. The master presentation by Doctor Guillermo Molina focused on the event's theme, followed by a brief question-and-answer session, comments, and discussions among participants. The meeting continued with four discussion tables addressing the following questions: How can the sector of non-governmental development organizations co-impulse the theme of decentralization, becoming an accompaniment to local governments, overcoming obstacles, and promoting their achievements? What factors favor or restrict democratic governance in the country? What contribution can non-governmental development organizations make in relation to this theme? How can they incorporate an innovative management approach from an institutional perspective into their executive work? The event concluded with a conclusive summary by the presenter, Doctor Guillermo Molina Chocano. The meeting had the presence of 39 directors and executives of affiliated organizations to FOPRIDEH, held at the Hotel Intercontinental on Thursday, November 28, 2013. FOPRIDEH, through the Proyecto DEE (Fortaleciendo el Marco Regulatorio de la Descentralización), implemented the elaboration of a study to evidence the perception of strategic allies of the project (municipalities, mancomunidades) on the project's intervention to promote decentralization. The study had coverage in 51 municipalities of 8 mancomunidades. The consultant in charge of this investigation presented the advances in the findings to the FOPRIDEH technical team. Among the findings, the consultant pointed out critical points in the decentralization process: the proposal for the new Municipalities Law has many aspects that hinder its discussion and approval in the National Congress; FOPRIDEH should assume the responsibility of supporting the decentralization process in municipalities; the main limitation in the decentralization process is the limited economic resources to which municipalities have access, technical capacity, and cumbersome procedures for laws. FOPRIDEH socialized the Proyecto de Ley de Municipios with the Comisiones del Norte, a meeting that took place at the Hotel "Sula" in San Pedro Sula, coordinated by Maryorie Velásquez, assistant coordinator of Resultado 3, and facilitated by Abg. Ramón Izaguirre. The activity aimed to inform representatives of affiliated organizations of FOPRIDEH about the latest version of the project of law. FOPRIDEH, through the Proyecto DEE, participated in the Feria Cultural de Desarrollo Local, organized by the Universidad Nacional Autónoma de Honduras (UNAH) for the Carrera Técnico en Desarrollo Municipal (Faculty of Social Sciences). The activity aimed to promote the theme of local development through organizations that implement development projects. The Proyecto DEE, through its stand and technical personnel, had the opportunity to share material and socialize their experiences with lecturers, students, and media outlets about the work they have been doing since 2011 in the 51 municipalities covered by the project. FOPRIDEH, through the Proyecto DEE, also participated in the "Foro de Candidatos Municipales," a meeting that took place on November 24 and 25, 2013, with the presence of representatives of Comisiones del Norte. The activity aimed to promote the theme of decentralization and local development through the participation of non-governmental development organizations. FOPRIDEH, through the Proyecto DEE, also developed the taller "Taller de Rendición de Cuentas Trimestral-Rendición GL," a meeting that took place from October 7 to 10, 2013, in the Hotel "Posada Mi Viejo" in Comayagua, coordinated by Abel Cantarero, coordinator of Resultado 2, and facilitated by Carlos Castro, technical territorial of DEE, and Eduardo Díaz, head of municipal accounting of the TSC. The activity aimed to capacitate technical personnel of municipalities that integrate the Mancomunidad de Municipios de la Cuenca del Río San Juan (MANCURISJ), Mancomunidad de Municipios Mártires de la Sierra de Agalta
