Abstract
The event was named "Abogado Marco Augusto Hernández" and focused on the theme "El Pacto Municipal es el Camino Bueno para la Descentralización." The assembly was presided over by the President of AMHON, Dr. Nery Conrado Cerrato, and attended by 298 mayors and mayors from across the country, as well as special guests from the central government, civil society, international cooperation organizations, and international conference speakers. The first day of the assembly saw the signing of an agreement on water and sanitation between AMHON and the Government of Brazil, followed by the installation of the assembly with protocolary acts. The following day, presentations were made to mayors and mayors on the management of AMHON 2014, and two keynote presentations were delivered by international speakers. Mayors and mayors then participated in thematic tables, where they learned about mechanisms for financing water and sanitation projects, as well as the health plan and policies on water and sanitation, based on good practices to be replicated in the 298 municipalities. The assembly concluded with a PROCLAMA, which included agreements such as authorizing the Board of Directors to continue promoting initiatives that respect municipal autonomy. The Federación de Organizaciones No Gubernamentales Para el Desarrollo de Honduras (FOPRIDEH) played a key role in the assembly, implementing various thematic tables, including one on security, decentralization, and violence prevention. FOPRIDEH, through the Proyecto Facilitando el Marco Regulatorio Para la Descentralización (DEE), organized a workshop on "Lineamientos de Políticas Públicas Municipales" aimed at providing knowledge and tools for the elaboration of public policies at the municipal level. The workshop was attended by 21 representatives from municipalities, FOPRIDEH-affiliated organizations, and other organizations in the Mancomunidad de Municipios del Suroeste del Valle de Comayagua y La Paz (MANSUCOPA). FOPRIDEH also signed a cooperation agreement with the Programa IMPACTOS to prevent violence at the municipal level. The agreement aims to strengthen the actions developed in each municipality in Honduras, with FOPRIDEH acting as an intermediary between other civil society organizations and the Plan Local de Seguridad Ciudadana y Prevención de la Violencia of AMHON. The Federación de Organizaciones No Gubernamentales Para el Desarrollo de Honduras (FOPRIDEH) has been implementing a series of workshops on the new Electronic Billing Regime, aimed at capacitating civil society organizations on the novelties of the new regime. The regime, which came into effect on April 1, requires all private, formal, and informal sectors, as well as non-governmental organizations for development (ONGs), to use electronic billing. FOPRIDEH has been providing support to ONGs in understanding the scope of the new regime and avoiding any negative consequences from the Dirección Ejecutiva de Ingresos (DEI).
