Department Terms of Reference for Greenery Department

The department's primary objective is to improve the environment in Kabul City by creating green areas in accordance with relevant laws, regulations, and guidelines. This involves proposing new parks for construction, maintaining existing green areas, and promoting environmental protection. The department's scope and responsibilities include proposing new parks for construction, maintaining green areas and forestry, planting trees and bushes, and cooperating with the National Environment Protection Agency to reduce pollution in Kabul City. The department also provides advice to other governmental agencies on environmental, greenery, and forestry issues. To achieve these objectives, the department is headed by a Director General, who is assisted by a Technical Deputy, Administrative Deputy, and other senior officials. The department's organizational structure includes various positions, including a Plant Protection Manager, Parks Construction Manager, Wazir Abad Park officer, and other park officers. Additionally, the department has a Planters Manager, Environment Protection Manager, Irrigation Manager, and Administrative Member. The department also employs a Cleaner, Inventory officer, Computer operator, and Administrative Manager. The Greenery Department reports to the Deputy Mayor, City Service Delivery, and liaises with the Deputy Mayor, district Manager, and Administrative Department for work progress and reporting. The department's activities are guided by the Municipality Law of Islamic Republic of Afghanistan, which emphasizes the importance of protecting and creating urban green spaces. The department's work involves implementing the Kabul Municipality strategies on greenery development in Kabul Municipality. This includes training the department's staff to increase their working capacity for better delivery of greenery services to residents of Kabul.
