Grant is provided to the Government of Guatemala (GOG) to improve the capacity of its Ministry of Finance (MOF) to manage externally financed development programs by institutionalizing within the MOF the newly established External Finance and Trust Department (EFTD).

Abstract
The MOF will be the primary implementing agency and A.I.D. will provide technical assistance and training. The EFTD will be fully established to allow it to work with GOG ministries in faciliating the implementation of development projects and to identify problems which cannot be solved at the ministrial level for referral to the Executive Branch (UNICOP). To this end, the EFTD will be organized into three divisions: 1) Financial and International Relations; 2) Public Debt and Trust Control; and 3) Project Execution and Follow-up. The EFDT will be composed of 19 professionals versed in the laws, procedures, and regulations governing externally financed development programs. EFDT personnel will be trained abroad (possibly in the U.S.) as follows: two staff members will be trained in project design and evaluation; four will be trained in project administration; four will be trained in loan administration; and two will be trained in external public debt management and control. Selected EFTD personnel will also be given English language training. Local training will be offered in project implementation to six EFTD members and to those GOG ministry professionals involved with the project. In addition, local training in organizational analysis will be given to six EFTD members. An administrative manual describing organizational design, objectives, functions, structures, and position responsibilities will be developed and published, as will a procedures manual containing design information and monitoring systems of external finance. Also, the existing information and monitoring system will be improved to satisfy conditions precedent to the disbursement and debt service of loans, trust control, and the execution of projects. A project evaluation will be designed and conducted, possibly by consultants.
