Abstract
The document is intended for users of the DDL, which is a repository for data and documentation related to USAID-funded projects. The DDL requires users to obtain informed consent from participants in data collection activities, particularly when collecting sensitive information such as data on children's home environments or families. Consent statements should be provided in English, and the DDL recommends submitting the original English template if it is available. Data submitted to the DDL should be well-documented, with clear and concise codebooks that define all variables included in the dataset. The codebook should include information on variable types, abbreviations, and units of measurement. Supporting documentation, such as consent statements and questionnaires, will be published publicly alongside the data record. The DDL distinguishes between datasets and data assets, with a data asset being a "shell" that contains related datasets. Users can create a data asset that contains both qualitative and quantitative data, although qualitative data should be structured. A data management plan is also required, which should outline the procedures for collecting, storing, and sharing data. Users can access and use data in the DDL by searching the catalog, which provides filters for browsing data related to specific countries, sectors, or initiatives. Public datasets should be available for access, but users may need to fill out a request form to access restricted data. The DDL User Guide article Navigating the DDL provides instructions on how to search the catalog and access public datasets. The article also describes how to use filters to browse data related to specific topics. Users can find additional guidance on data management and submission requirements in the Roadmap section of the DDL User Guide. USAID ADS 579 directs what should be submitted to the DDL, including qualitative data that should be structured. The Agency is currently developing more guidance on data management plan requirements, which will be reflected in the DATA Board's data governance framework.
