Abstract
The study aimed to assess the municipality's financial management, transparency, and citizen participation. The diagnostic study was conducted with information from the Portal de Gobiernos Locales and the Índice Consolidado Financiero Municipal (ICFM) designed by the Dirección de Asistencia a la Administración Financiera Municipal (DAAFIM) of the Ministerio de Finanzas Públicas. The study used the ICFM to evaluate the municipality's financial management. The ICFM is a tool designed to assess the financial management of municipalities in Guatemala. The study evaluated the municipality's financial management in several areas, including the index of solvency general, index of financial solvency, index of economic dynamism, and index of evaluation of the budget. The study found that the municipality had a high level of financial solvency, with an index of 0.83 out of 1. The municipality also had a high level of economic dynamism, with an index of 0.75 out of 1. However, the study found that the municipality had a low level of transparency, with an index of 0.42 out of 1. The study recommended that the municipality improve its financial management by increasing its transparency and citizen participation. The study also recommended that the municipality implement a system of budget evaluation and monitoring to ensure that its financial resources are used efficiently and effectively. The study was conducted by the Proyecto Nexos Locales, a project funded by the Agencia de los Estados Unidos para el Desarrollo Internacional (USAID). The study was presented to the Corporación Municipal as a tool to improve the municipality's financial management and transparency.
