Abstract
The district's purpose is to provide responsive services including sanitation, streets, drainages, parks, greenery, markets, revenue collection, permits, construction, maintenance, land regulations, financial management, budget development, capital improvement planning, administrative management, donor coordination, and direct interaction with other government agencies. To achieve its objectives, the district office implements the strategy of Kabul Municipality, focusing on key areas such as revenue generation, price control, and the universalization of the metric system. The district office is also responsible for distributing price lists to businesses, granting trade licenses, property registration, controlling and supervising businesses, and preparing city statistics. The district office is staffed with 22 personnel and 10 contracted staff, making a total of 32 employees. The organizational structure includes a District Manager, Statistics Manager, Statistics Assistant, Engineering Manager, Pricing Manager, and other key positions such as Culture Manager, Revenue Manager, Property Fee Manager, and Market Contr. Manager. The district office reports to the Deputy Administration and Finance of Kabul Municipality and coordinates its activities with respective deputies. The district office's scope and responsibilities include implementing Kabul Municipality's policies and plans, revenue generation, price control, and the universalization of the metric system. The district office also distributes price lists, grants trade licenses, and prepares city statistics. Additionally, the district office is responsible for solving day-to-day problems of citizens, raising public awareness regarding "City Culture," and implementing small projects. The district office has a close working relationship with the Sanitation and Greenery Departments on specific issues such as sanitation and greenery. The district office's organizational structure is outlined in Annex 1, which includes job descriptions for key positions. The district office's reporting and liaison responsibilities are also outlined, with the district office obligated to report to the Deputy Administration and Finance of Kabul Municipality.
