Abstract
The project's primary objective is to educate the public regarding drug issues and related problems, and to strengthen the network of private organizations involved in drug education activities. The project will be implemented over a five-year period, with a planned life of 60 months from the date of initial obligation. The project consists of two main components: the creation and operation of a private, non-profit Peruvian Drug Education and Information Center, and a complementary component to improve the drug abuse prevention and education activities of the Ministries of Health and Education. The Center will conduct applied research on the impacts of drug abuse in Peru, educate the public, and provide training and technical assistance to private organizations involved in drug education activities. The project will be implemented by USAID/Peru, which will finance a technical assistance contract with a U.S. consulting firm to assist in the formation of the Drug Education and Information Center. The Center will be granted funds to operate, and a separate bilateral grant agreement will be signed with the Government of Peru. The project agreements will be subject to essential terms and covenants, including the source and origin of commodities and services, and the nationality of suppliers. The project's goal is to reduce the social, political, economic, and health consequences of drug-related activities in Peru. The project will address the constraints to dealing with the drug problem in Peru, including economic incentives to involvement in drug-related activities, public attitudes and their impact on GOP efforts, lack of information and research on drug topics, and institutional and managerial limitations. The project will be implemented in several phases, including the formation of the Drug Education and Information Center, the operation of the Center, and the improvement of public sector activities. The project will also involve technical assistance, including waivers to permit the procurement of vehicles and training services from countries included in AID Geographic Code 899 and 941. The project's financial plan includes estimated costs and a detailed first-year plan. The project will be implemented over a five-year period, with a planned life of 60 months from the date of initial obligation. The project's implementation will be managed by USAID/Peru, with the assistance of technical assistance contracts and grants to the Drug Education and Information Center and the Government of Peru. The project's institutional analysis will examine the roles and responsibilities of the USAID, the Drug Education and Information Center, the Ministries of Health and Education, and other stakeholders. The social soundness analysis will assess the project's potential social impacts, including the reduction of drug-related problems and the improvement of public health and education.
