Abstract
Agency for International Development's (USAID) Integrated Health Systems IDIQ, aims to support low- and middle-income countries in transitioning to sustainable, self-financing health systems. The project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services. The LHSS activity in Peru, initiated in May 2021, focuses on improving the availability of comprehensive and quality health services for Venezuelan migrants living with HIV in the country. The project conducted an assessment of the health system focused on HIV services received by Venezuelan migrants, highlighting the lack of regular information on the health situation of migrants. To address this issue, the LHSS project in Peru will work with the Ministry of Health to implement a National Migrant Health Observatory. This observatory will collect, analyze, and disseminate information on health indicators and social determinants of migrant populations in the country, with a focus on the Venezuelan population. The observatory will gather data from the Ministry of Health, other governmental sources, academia, civil society, and international cooperation agencies. The National Migrant Health Observatory will have an Advisory Committee, comprising representatives from the Ministry of Health, cooperation agencies, and civil society. This committee will provide advice and opinion on the selection of relevant indicators, the design of the web page, newsletters, and other materials. The observatory will use a web portal as its primary means of dissemination, hosting events, promoting public awareness campaigns, and disseminating relevant information through social media. The LHSS project in Peru will allocate a grant to an executing entity, the Peruvian University Cayetano Heredia, to implement the National Migrant Health Observatory. This initiative aims to facilitate the identification of gaps in the health situation of migrants, contributing to the articulation of policies and strategies in involved sectors. The observatory will also promote evidence-based advocacy by civil society for improved access to health services.
