Abstract
The initiative began in 2012 with a national survey to assess the current state of reading and mathematics education in Jordan. The survey revealed significant gaps in reading and mathematics skills among early-grade students, with many students performing below regional benchmarks. The RAMP program was designed to address these gaps through a combination of interventions, including teacher training, infrastructure development, and market linkage facilitation. The program was implemented in several governorates across Jordan, with a focus on improving reading and mathematics skills among early-grade students. The program's theory of change and results framework emphasized the importance of improving teacher skills, increasing access to quality educational materials, and enhancing community engagement in education. The RAMP program underwent several evaluations, including a 2017 midline study and a 2019 endline study. The endline study, which is the focus of this report, assessed the program's impact on reading and mathematics skills among early-grade students. The study used a combination of quantitative and qualitative methods, including surveys, assessments, and focus group discussions. The endline study found significant improvements in reading and mathematics skills among early-grade students who participated in the RAMP program. The study reported a 27% increase in reading proficiency among program participants compared to the control group. The study also found significant improvements in mathematics skills, with program participants outperforming the control group by 25%. The study's findings were consistent across different governorates and subgroups, including boys and girls, Jordanian and Syrian refugee students, and students from different socioeconomic backgrounds.
