Cash transfer of $115 million to help the Government of Egypt (GOE) meet extraordinary balance of payments pressure related to a major liberalization of the financial sector, liberalization of the import regime, and the economic repercussions of the Persian Gulf crisis, as well as to support Egypt"s structural reform efforts.

Abstract
The funds may be used by the GOE to finance the import of essential goods and raw materials, to service U.S. Government or U.S. Government guaranteed debt, and for other purposes as mutually agreed by the two governments.
