Abstract
The DOH has three major roles in the health sector: leadership in health, enabler and capacity builder, and administrator of specific services. Its mandate includes developing national plans, technical standards, and guidelines on health, as well as regulating all health services and products. The DOH is also responsible for providing special tertiary health care services and technical assistance to health providers and stakeholders. According to Section 36.1 and 36.2 of the HUC IRR, all health service providers and insurers are required to maintain a health information system, including electronic health commodities logistics management information (eLMIS), which shall be electronically uploaded on a regular basis through interoperable systems consistent with standards set by the DOH and PhilHealth. The USAID Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program enables low- and middle-income countries to strengthen their pharmaceutical systems, which is pivotal to higher-performing health systems. MTaPS focuses on improving access to essential medical products and related services and the appropriate use of medicines to ensure better health outcomes for all populations. The program brings expertise honed over decades of seminal pharmaceutical systems experience across more than 40 countries. The MTaPS approach builds sustainable gains in countries by including all actors in healthcare—government, civil society, the private sector, and academia. The program is implemented by a consortium of global and local partners and led by Management Sciences for Health, a global health nonprofit. The eLMIS Transition and Sustainability Plan aims to ensure the successful implementation and sustainability of the electronic Logistics Management Information System (eLMIS) in the Philippines. The eLMIS is a critical component of the DOH's health information system, enabling the tracking and management of health commodities and logistics. The plan outlines the essential building blocks for eLMIS implementation, including governance, change management, people, processes, technology, resource management, capacity development, and support service management. The plan also identifies the cost elements for eLMIS implementation and provides a roadmap for the phased approach to implementation. The transition plan outlines the steps necessary to establish eLMIS governance, institutionalize capacity development, and ensure the sustainability of the eLMIS system. The plan emphasizes the importance of change management, people, and processes in ensuring the successful implementation and sustainability of the eLMIS. The eLMIS Transition and Sustainability Plan is a critical document for the DOH and its partners, providing a roadmap for the successful implementation and sustainability of the eLMIS system in the Philippines.
