Abstract
The program is implemented by Management Sciences for Health (MSH) under a contract with the US Agency for International Development (USAID). The program's objectives are to integrate and effective procurement and supply chain system for tuberculosis (TB), family planning (FP), and other health program commodities, and to establish a fully functional pharmacovigilance system and improve pharmaceutical services for ensuring patient safety and rational use of health commodities. For the PEPFAR-funded HIV/AIDS activities, the program aims to accelerate progress toward controlling the HIV/AIDS epidemic by strengthening the pharmaceutical system to ensure uninterrupted access to and safe use of HIV/AIDS commodities. The Philippines has a relatively low prevalence of HIV nationwide, but it has the fastest growing HIV epidemic in the Asia-Pacific region, largely driven by new infections among key populations. In 2021, an estimated 133,800 Filipinos were living with HIV, with 80,864 (60.4%) diagnosed, 50,140 (37.5%) on treatment, and 7,837 (5.9%) with documented viral suppression. The country was added to PEPFAR's Asia Regional program as a Tier 2 country, indicating an urgent need to interrupt ongoing transmission and close substantial gaps in access to and continuation of treatment services. The program's strategic objectives are to strengthen procurement and supply chain management (PSCM) of HIV/AIDS commodities and to strengthen patient-centered pharmaceutical services for HIV/AIDS. The expected outcomes are uninterrupted supply of HIV/AIDS commodities and patient safety and therapeutic effectiveness ensured. The program will achieve these objectives through various activities, including supporting the Department of Health (DOH) in sustainable rollout of PrEP and aggressive implementation of TLD transition plan, supporting institutional practice of data-driven quantification and procurement planning, and supporting DOH in using appropriate procurement mechanisms for addressing procurement-related bottlenecks for HIV/AIDS commodities. The program will be implemented in the National Capital Region (NCR), Central Luzon (Region 3), and CALABARZON (Region 4A) from October 1, 2020, to September 30, 2022. The program's goal is to accelerate progress toward controlling the HIV/AIDS epidemic by strengthening the pharmaceutical system to ensure uninterrupted access to and safe use of HIV/AIDS commodities. The program's objectives are to strengthen procurement and supply chain management (PSCM) of HIV/AIDS commodities and to strengthen patient-centered pharmaceutical services for HIV/AIDS. The program's budget for FY21 is $500,000, and for FY22 is $1,025,000. The program's implementation timeline is from October 1, 2020, to September 30, 2022. The program's monitoring and evaluation plan includes indicators and targets for measuring progress toward achieving the program's objectives.
