Abstract
Evaluation, which covers the period 11/1/79-11/30/80, is based upon onsite inspections conducted by the contractor, the engineering firm of Charles T. Main, whose final evaluation is attached (PD-AAH-370-E1). The electric distribution systems are 95% restored in the three damaged cities of Haina, San Cristobal, and Bani. All materials procured under the project have arrived in the country with the exception of some fuses and arrestors. Several hundred thousand residents in the affected areas have benefitted from this restoration of power. A more streamlined solicitation/ordering procedure should be developed at the beginning of the project and it should be adhered to. Also, the estimates of delivery time for materials (6-8 weeks), which were among the criteria for supplier selection, were greatly underestimated. Penalties must be included for late shipment of materials or substantial delays can be expected. One supplier has requested an extension of delivery date for some materials which would require an extension of the project completion date. USAID/DR is currently considering this request.
