Abstract
This series familiarizes audiences with the World Bank's EBA Index and its application in support of the U.S. Government's Global Food Security Strategy (GFSS). The modules are designed to be self-paced and explore the context and key principles of the EBA Index, as well as specific analytical strategies to use EBA data in programming to advance the GFSS. The EBA Index is a methodology used to assess the business environment for agriculture in various countries. The index provides a comprehensive framework for evaluating the enabling environment for agriculture, including factors such as trade policy, finance, and regulatory frameworks. The EBA Index is relevant to the U.S. Global Food Security Strategy and Feed the Future, as it provides a tool for USAID Missions to assess and improve the business environment for agriculture in their respective countries. The EBA Online Learning Modules are divided into three sets: an overview module, a trade module, and a finance module. The overview module educates audiences on the EBA methodology and findings from EBA scores, as well as the applicability of EBA to the U.S. Global Food Security Strategy and Feed the Future. The trade module explores indicators within the EBA Index that are relevant to trade, highlights complementary trade data from other sources, and identifies opportunities for use in USAID Mission programming. The finance module focuses on EBA's relevance and utility for USAID Mission programming, exploring EBA indicators relevant to finance and highlighting several other complementary data sources. The EBA Index includes various indicators that are relevant to trade, finance, and regulatory frameworks. The EBA Markets Indicator, for example, assesses the business environment for agriculture in terms of market access, competition, and regulatory frameworks. The EBA Trade Indicators assess the trade policy environment for agriculture, including tariffs, non-tariff barriers, and trade agreements. The EBA Finance Indicator assesses the financial environment for agriculture, including access to credit, insurance, and other financial services. The EBA Online Learning Modules are designed to support USAID Missions in their efforts to improve the business environment for agriculture in their respective countries. By providing a comprehensive framework for evaluating the enabling environment for agriculture, the EBA Index and the EBA Online Learning Modules can help USAID Missions identify areas for improvement and develop effective strategies to address market constraints affecting food security.
