Abstract
The project is implemented by the World Council of Credit Unions (WOCCU) with funding from the United States Agency for International Development (USAID). The project's main objective is to support and strengthen entrepreneurs, facilitate access to employment, and link vulnerable individuals to the financial system. The project has three components: empleabilidad (employment), emprendimiento (entrepreneurship), and inclusión financiera (financial inclusion). The project also focuses on gender and education finance, which are transversal activities. The project's implementation is monitored and evaluated by the Monitoreo, Evaluación y Aprendizaje (MEL) team, which is responsible for collecting data and conducting research to assess the project's impact. The EIP project has been implemented in three cities: Lima in Peru and Quito and Guayaquil in Ecuador. The project's third year of implementation was evaluated through an annual survey of participants, which was conducted by the MEL team. The survey aimed to collect data on the project's execution and impact on employment, entrepreneurship, and financial inclusion. The survey was conducted virtually, with participants and stakeholders interviewed through online platforms. The survey collected data on various aspects, including the number of new or improved jobs or businesses created, the increase in income generated through entrepreneurship and employment initiatives, and the level of financial inclusion among participants. The survey results showed that the EIP project has had a positive impact on employment and entrepreneurship. The number of participants who reported having new or improved jobs or businesses increased significantly, and the average income generated through entrepreneurship and employment initiatives also increased. The survey also found that the project has improved financial inclusion among participants, with many reporting access to financial services and products. The project's impact on employment and entrepreneurship was evaluated using two indicators: E/E 2.1 and E/E 2.2. E/E 2.1 measures the number of people with new or improved jobs or businesses after participating in EIP programs, while E/E 2.2 measures the percentage change in average income generated through entrepreneurship and employment initiatives. The survey results showed that the project has achieved significant improvements in both indicators. The survey also collected data on the project's impact on gender and education finance. The results showed that the project has improved financial inclusion among women and has provided education and training on financial literacy and entrepreneurship. Overall, the EIP project has had a positive impact on employment, entrepreneurship, and financial inclusion in Peru and Ecuador. The project's implementation has been successful in achieving its objectives, and the survey results provide valuable insights into the project's impact and effectiveness. The project's evaluation has also identified areas for improvement, including the need to increase the number of participants and to improve the project's outreach and engagement with stakeholders.
