Abstract
Initial assessments conducted in the regions identified economic incentives as a primary challenge for indigenous communities. The main objective of the initiative was to promote the implementation of economic incentives and stimulate the conservation of biodiversity and natural resource management in critical landscapes or priority zones. The evaluation of the initiative focused on three key indicators: incentives for economic development, conservation of biodiversity, and natural resource management. The evaluation was conducted through a participatory research approach, which involved the active participation of community members in the research process. This approach allowed for the collection of primary data and the accumulation of important inputs for the construction of the document on the current socio-economic state in relation to the components or activities of economic incentives and their application within the implementation of ICAA II. The evaluation involved the use of a diagnostic rural rapid (DRR) tool, which was used to obtain initial information on the economic incentives and their impact on the communities. The DRR tool was applied in three communities: Duvuno, Sinangue, and Rio Kofanes, and in four communities of the Parroquia Sevilla. The evaluation also involved the use of a survey tool, which was applied to a sample of 56 families from various communities in the Parroquia Sevilla. The results of the evaluation showed that the economic incentives had a positive impact on the communities, with an increase in household income and a reduction in poverty. The evaluation also identified some challenges and limitations, such as the lack of access to markets and the limited availability of resources. The evaluation recommended the continuation of the economic incentives program and the implementation of additional activities to address the challenges and limitations identified. The evaluation was conducted by NOVUM Asesores y Consultores Cía. Ltda., with the support of USAID and the Consorcio Paisajes Indígenas (CPI). The evaluation was part of the activities of the consultoría Monitoreo y Seguimiento a la Medición de Cumplimiento de Resultados a través de Indicadores Compartidos de USAID del Consorcio Paisajes Indígenas (CPI) de ICAA - AF2016. The evaluation identified some key findings, including the positive impact of the economic incentives on household income and poverty reduction. The evaluation also identified some challenges and limitations, such as the lack of access to markets and the limited availability of resources. The evaluation recommended the continuation of the economic incentives program and the implementation of additional activities to address the challenges and limitations identified.
