Abstract
Final evaluation covers the period 3/80-l0/80; no methodology is indicated. The chief project output, an in-depth assessment of the current energy situation and possible future courses of action (PN-AAJ-761), provided GODR officials with a basic framework within which to identify and initiate national energy strategies; stimulated important and relevant discussion of the GODR"s energy policy; resulted in several GODR actions (e.g., establishment of a national energy information system and a series of training and technical assistance programs for Dominican professionals); and prompted A.I.D. to plan a major energy conservation initiative in the Dominican Republic. Additional project outputs included on-the-job training for several members of the GODR"s National Energy Commission and the establishment of professional linkages between GODR and the U.S. energy experts who helped prepare the assessment. The project taught that for an energy assessment to be useful, relevant host country government institutions must be included early on in the assessment process.
