Abstract
The project, to be implemented by contractors, will provide TA in energy planning, analysis, and policy development and will assist public and private agencies in promoting more efficient energy use. At the country level, a long-term advisor and short-term consultants will provide TA in energy planning and policy development, including organizational and personnel development, energy data collection and analysis, energy resource analysis, economic evaluation of energy sector activities, financing, and demand management and conservation. Assistance provided under project 9365703 will be continued in Sudan, Morocco, and possibly Togo, and assistance will also be provided to Sri Lanka, Haiti, Honduras, Panama, and Ecuador. Proposals are being discussed for projects in Africa (Tanzania, Senegal) and Asia (Philippines, Thailand). On the global level, a contractor will manage a conference on energy planning and policy development to coordinate the energy activities of the main participants of project 9365703. A program of inter-country coordination will be established and will include publications synthesizing lessons learned from past energy projects, as well as periodic workshops for energy planners and policymakers, and development of a clearinghouse function for worldwide and country-level energy activities. Conservation services, which will be provided at both the global and country levels, will focus on the energy problems of industries, transport systems, and buildings. Finally, a research program will address energy-related socioeconomic issues and the potential use of microcomputers in energy planning. Other possible research areas include energy laws and the interaction of the use of traditional fuels with evolving development patterns. Amendment of 2/12/92 extends the PACD to 8/25/93 to permit emergency assistance for the New Independent States, especially in the areas of transition policy development, transition energy planning, and emergency efficiency improvements.
